Local Ballot Measures in Los Angeles
Prop RR is a bond initiative to raise $7 billion to upgrade and update LA schools. https://www.yesonrrforlaschools.com/about It does not increase the property tax rate, but does extend it for another for years from 2050 to 2055 to pay off the LA school bonds. It requires a 55% majority of those voting. It has a broad range of support from business and labor and local media. I’m voting yes.
Measure J requires the LA County Board of Supervisors to spend at least 10% of its undesignated General Fund budget on a variety of services that are preventive or alternatives to incarceration:
- Direct Community Investment, including: community-based youth development programs; job training and jobs to low-income residents; access to capital for small minority-owned businesses; rent assistance, housing vouchers and supportive services to those at-risk of losing their housing or without stable housing; capital funding for transitional housing, affordable housing, supportive housing and restorative care villages; and,
- Alternatives to Incarceration, including: community-based restorative justice programs; pre-trial non-custody services and treatment; community-based health services, such as counseling, wellness and prevention programs, mental health and substance use disorder services; and non-custodial diversion and reentry programs.
The measure would prohibit the set-aside revenues from being used for incarceration or law enforcement agencies, including the County's Sheriff's Department, District Attorney, Probation Department, or the Los Angeles County Superior Courts.
