Rationing in a Pandemic

Dr. Ezekiel Emmanuel and colleagues discuss the possibility/likelihood that hospitals and doctors will need to ration care to those severely ill and hospitalized with the Covid 19 virus. There may well be shortages of ventilators, staff and ICU beds to care for those most severely ill. Is care rationed by best opportunity for survival or by first come first served or some other criteria?

They also discuss the possibility of rationing the vaccines (if developed). Should those at highest risk be the top priority for administration of scarce vaccines?
